Litter
What is litter? Litter is any substance or object, deposited (thrown, dropped, dumped,
abandoned or discarded) in any place other than a litter receptacle or authorized,
designated place for litter, that is likely to become unsightly, harmful or to pose
a health hazard. The size or amount of litter is irrelevant – a cigarette butt,
a gum wrapper, a match stick, or a large, black plastic bag full of trash all constitute
litter. Litter doesn’t just look bad. It can block storm drains and increase the
likelihood of flooding. It can smother plants. It can choke, injure and kill animals.
It can injure people, especially children at play and motorists. It can attract
pests and those pests may carry disease.
