Planning Process
Subdivision platting is a process required for creating, splitting and realigning lots out of an existing tract of land in accordance with the City of Independence Zoning and Subdivision Code. No permits may be issued on land that is not considered to be a legal lot.

A Site Plan application is obtained from the Planning & Development Division for Planned Districts only and is forwarded to the Planning Commission for approval. Site Plans for developments other than Planned Districts are handled through the Building Permit process and are not reviewed directly by the Planning & Development division. A Site Plan is a detailed site layout containing sufficient information to evaluate the land and architectural aspects of the proposed development. It needs to show the compatibility of the development with nearby areas as well as access, landscaping, driveways, parking spaces, loading spaces, sidewalks etc. The Site Plan must be approved prior to any land disturbance and building permit applications.

Zoning is the division of a City into districts, or zones, which regulate the use of property and size restrictions for buildings within those districts. On occasion, changing conditions in a specific area may necessitate an amendment to the Zoning Map. Also an amendment may be necessary to extend the boundaries of an existing zoning district, to establish an Historic District designation, and/or to establish a Planned Unit Development (PUD).

A variance allows for an exception from the required zoning standards of the Zoning Code for physical hardship reasons. Variances are intended to resolve practical difficulties or unnecessary physical hardships that may result from the following:
- Size, shape or dimensions of a site
- Location of existing structures on the site
- Geographic, topographic or other physical conditions on the site or in the immediate vicinity

The License Surcharge is an excise tax collected to pay for roads and road improvements in new development areas of Independence. Fees are based upon the size and traffic intensity of each development proposal. See the most recent annual report in the link provided.
