Emergency Assistance

Community Services League
Community Services League provides a broad spectrum of services to meet the immediate and long-term needs of the community. Services include Emergency Assistance, Housing Counseling, and Work Express. The heart of the Community Services League program is Emergency Assistance. The Emergency Assistance program is designed to meet the immediate needs of families. People with 150% or less of the federal poverty guidelines can receive: Food, Clothing, School supplies, Utility payment assistance, Rental assistance, Medication payment assistance, Assistance with code abatement issues (including weed and debris), Transportation, and Access to the CSL Holiday Store

Synergy Services
Synergy provides a full continuum of care to assist individuals and families with immediate respite from violence, and services which empower clients to find and choose good options for future safety and success. In addition to their work to treat the effects of violence, they provide supportive services to families in crisis in an effort to prevent violence. Additionally, they focus on community education and social change in an effort to build a safer and more humane society.
Their fully integrated programs include crisis hotlines, emergency shelter, transitional housing, therapeutic services, advocacy, mentoring and violence prevention programs throughout Greater Kansas City.

The Missouri Department of Health and Senior Services (DHSS) investigates abuse, neglect, and exploitation of vulnerable individuals 60 and older and people with disabilities between 18 and 59. These individuals may live in the community or in long-term care facilities. Either way, they are unable to protect their own interests or adequately perform or obtain services necessary to meet their essential human needs.
Missouri’s Elder Abuse and Neglect Hotline responds to reports of abuse, neglect, or financial exploitation. If you suspect someone is being abused, neglected or exploited, call the hotline. The hotline operates 365 days per year from 8 a.m. to 8 p.m.

Transitional Housing

Hillcrest Transitional Housing
Hillcrest Transitional Housing offers displaced families a disciplined educational program within a caring Christian environment. Unlike many organizations whose focus is immediate or emergency care, Hillcrest’s objective is to move families from homelessness to self-sufficiency within 90 days by addressing the total live situation of the homeless families they serve.
In exchange for rent/utility-free housing, residents are required by written agreement to work full time, obey program guidelines and attend volunteer-taught classes in life skills, employment, community living and budgeting. Hillcrest also provides the following through a network of community support: auto repair/donation, food pantry, medical assistance, dental work, GED classes, haircuts, glasses, school clothes, work uniforms, etc.

Mother's Refuge
Mother's Refuge, a program for homeless pregnant teens and new mothers and their infants, includes a residential care facility as well as an aftercare program. The need for these services is great and urgent, because pregnancy and youth combined with homelessness are dangerous to both mother and child. Teen pregnancy continues at a high level in the Kansas City area with steadily increasing numbers of pregnant teens from all economic and ethnic groups. Homelessness among these young mothers and their new infants is on the rise. No other shelter within the greater Kansas City area accepts homeless pregnant teens for long-term care, because of the behavioral, medical and licensing issues involved. The young women Mother's Refuge serves either have no families or have families that are unable to address basic survival needs.

You may be able to lower your utility bills by making improvements to your home. Community Services League offers assistance to qualified people, including senior citizens, who want to make such home improvements as adding weather stripping around doors and windows, adding insulation, etc.

I-Share
Limited to residents of Independence, MO
This fund, established in 1978 by local residents and administered by the Community Services League, is used to pay utility bills for needy Independence families. Historically, the City of Independence has matched the funds raised by the I-Share Committee each year. In 2008, funds raised by I-Share and matched by the City, enabled CSL to provide more than $72,000 of utility assistance from this fund alone.

Independence Rate Assistance Program (IRAP)

This program is designed to help low income elderly or disabled people with their utility costs. Qualified citizens of Independence pay only 50% of the electric charges on their bill. This program is administered by the Community Services League.
Program Requirements:

  • Must be at least 60 years old or disabled
  • Must live within the city limits of Independence
  • Must be the head of your household and have electric service with the City of Independence or Kansas City Power and Light
  • Must have a maximum income of all household members no greater than 150% of the poverty level as announced by the Health and Human Services Department
  • Must have resources not exceeding $3,000, excluding your residence and vehicle
  • Must not own rental property
